The central government, provincial and municipal authorities and water boards all play a part in water policy, which also involves water companies and property developers.

As a result of the European Water Framework Directive and developments relating to the Water Act, water is becoming an increasingly significant factor in spatial developments.

The role of water focuses on water quantity as well as water quality in water storage areas and in areas outside the dykes (e.g. river forelands) and inside the dykes (including cities). It also focuses on 'water and housing' and the influence of water on nature conservation areas (e.g. Natura 2000, NEN).
